OpenLaws collects, structures, and maintains up-to-date U.S. statutes and regulations across all 50 states and makes them available to any company building legal or regulatory products. We also provide data to legal aid organizations and researchers.


About OpenLaws

U.S. law is still stuck behind paywalls and buried in PDFs. Legal publishers control access to comprehensive U.S. law and their terms prohibit building products on it. Outside their paywalls, statutes and regulations are scattered across 163 underfunded government websites, often published only as low quality PDFs. OpenLaws fixes that.

OpenLaws is the structured legal data infrastructure that LegalTech and AI companies build on. We collect, structure, and maintain U.S. statutes and regulations across all 53 jurisdictions (federal, 50 states, D.C., and Puerto Rico) and deliver them via API and bulk data. We are not an AI company. We are the data layer that legal AI and compliance teams rely on to stay accurate, current, and trustworthy.

OpenLaws is a Public Benefit Corporation. Access to the law shouldn't depend on whether you can afford a subscription. Legal aid organizations, LSC-funded programs, access to justice initiatives, academic researchers, and journalists can access OpenLaws data, as well, because the same infrastructure that powers commercial legal products should also power the organizations working to make the law accessible to everyone.
